The Invisible Infrastructure Crisis

When policymakers speak about infrastructure, conversations tend to gravitate toward highways, bridges, and water systems — physical structures whose deterioration is visible and whose repair carries obvious political urgency. Yet one of the most consequential infrastructure deficits in the United States today is largely invisible: the persistent absence of reliable, affordable broadband access in communities that need it most.

According to Federal Communications Commission data, more than 21 million Americans lack access to broadband internet at speeds sufficient for basic modern tasks. Independent researchers, including those at BroadbandNow, suggest the actual figure may be far higher — potentially exceeding 42 million — once the limitations of self-reported carrier data are accounted for. Whatever the precise number, the geographic and demographic pattern is unmistakable. The communities most likely to be disconnected are rural, low-income, and disproportionately composed of people of color.

This is not an accident of geography. It is the cumulative result of market dynamics that have consistently deprioritized communities where the return on infrastructure investment is deemed insufficient by private carriers. The result is what researchers call the "last-mile problem" — the costly, technically complex challenge of extending connectivity from regional hubs to individual homes in sparsely populated or economically distressed areas.

What Disconnection Actually Costs

The consequences of broadband exclusion extend far beyond the inconvenience of slow streaming. During the COVID-19 pandemic, the stakes of digital disconnection became impossible to ignore. Students in rural Appalachia sat in school parking lots to access Wi-Fi for remote classes. Residents of tribal lands in the Southwest struggled to schedule telehealth appointments when the nearest clinic was hours away. Small business owners in the Mississippi Delta found themselves unable to pivot to e-commerce while competitors in connected markets adapted with relative ease.

These are not isolated anecdotes. They reflect a systemic pattern in which the absence of broadband functions as a poverty multiplier. Job applications, government benefit enrollment, continuing education, telemedicine, and civic engagement — all of these activities now assume reliable internet access as a baseline requirement. When that baseline is absent, individuals are not merely inconvenienced; they are structurally excluded from full participation in contemporary economic and social life.

For children, the educational consequences are particularly acute. Research from Common Sense Media indicates that approximately 15 to 16 million school-age children in the United States live in households without adequate home internet access. Teachers in affected districts routinely describe the impossibility of assigning homework that requires online resources when a significant portion of their students cannot reliably complete it at home.

Community-Led Models That Are Working

Faced with the slow pace of federal intervention and the reluctance of major carriers to invest in underserved markets, a growing number of communities have chosen to build their own solutions.

In Chattanooga, Tennessee, the municipally owned electric utility launched a fiber optic network more than a decade ago that now delivers gigabit-speed internet to residents at competitive rates. The initiative has attracted technology employers, supported small business growth, and reduced the digital divide within city limits — demonstrating that public ownership of broadband infrastructure is not only viable but potentially transformative.

In rural North Carolina, the e-NC Authority has worked alongside local governments and electric cooperatives to extend connectivity to communities that private carriers bypassed entirely. By leveraging existing utility infrastructure — the same poles and rights-of-way used for electricity distribution — these cooperatives have been able to dramatically reduce the per-household cost of last-mile deployment.

Tribal nations have emerged as some of the most innovative actors in this space. The Coeur d'Alene Tribe in Idaho built its own fiber network serving reservation communities after years of inadequate service from commercial providers. Similarly, the Navajo Nation has pursued a combination of fixed wireless and fiber solutions to address connectivity gaps across one of the largest land areas of any tribal nation in the country.

What these models share is a fundamental reorientation of purpose: rather than treating broadband as a commodity to be sold to the most profitable customers, they treat it as essential community infrastructure — analogous to roads, electricity, or clean water — that must be extended to all residents regardless of the return it generates for shareholders.

The Policy Landscape and Its Gaps

The federal government has taken meaningful steps to address broadband inequity, most notably through the Infrastructure Investment and Jobs Act of 2021, which allocated $65 billion toward expanding broadband access. The Affordable Connectivity Program, before its funding lapsed in 2024, helped millions of low-income households afford internet service they would otherwise have been unable to maintain.

Yet significant challenges remain. The FCC's mapping methodology has historically overstated coverage, making it difficult to accurately identify underserved areas and allocate funding effectively. Bureaucratic timelines mean that communities with urgent needs may wait years before infrastructure investments materialize. And affordability — a distinct issue from physical access — continues to be a barrier even in areas where broadband infrastructure nominally exists.

Advocates argue that addressing the digital divide requires treating broadband not merely as a market good but as a civil right — a position that would fundamentally reshape regulatory and funding priorities.

Toward a More Connected Commonwealth

The digital divide is, at its core, a social justice issue. It reflects and reinforces longstanding inequities in how public and private investment is distributed across American communities. Addressing it requires not only technical solutions but a broader commitment to the principle that every community — regardless of its size, income level, or geographic remoteness — deserves the infrastructure necessary to participate fully in contemporary life.

Community organizations, local governments, cooperatives, and tribal nations are demonstrating that this goal is achievable when the right combination of political will, innovative financing, and community ownership is brought to bear. The work of building a genuinely connected nation is, ultimately, the work of building a more equitable one — and it begins at the local level, one last mile at a time.
